Washington County Community Action Council – ENOUGH Program Overview
Under the experienced leadership of San Mar’s Bester Community of Hope (BCOH), the South End of Hagerstown—centered in the Bester Elementary School district—was selected as one of only three communities in Maryland to receive a Track Three ENOUGH grant – Engaging Neighborhoods, Organizations, Unions, Governments, and Households. This exciting award launched a collaborative initiative to support South End families through strategic partnerships and targeted services.
Housing
As a core partner, the Washington County Community Action Council (CAC) is proud to lead efforts focused on housing stability through the following three key service areas:
- Emergency Shelter Assistance
Immediate housing support is available for unhoused families with at least one child from birth through high school graduation. Eligible families must have had a permanent address within the designated ENOUGH South End map within the past 12 months. To inquire about eligibility or begin the intake process, please contact Housing Navigator Shawn at sperry@wccac.org
- Rental Assistance – Space in the Program until July 2027 is very limited
This program provides phased rental support for South End families with children (birth to high school) who currently reside within the target area and meet income guidelines. Assistance will be scaled based on income to maximize long-term housing stability.
BrightStart New Born Kits
The BrightStart Newborn Kit helps support families from the very beginning by providing free essential items to expectant parents and families with infants up to one year old. Each kit includes an infant car seat, portable crib/play yard, home safety supplies, safe sleep and bath care items, health and safety tools, and more.
Families must reside in the South End Catchment Area and either be expecting or have a baby under one year of age to qualify. Check your eligibility and submit a referral today to give your family a safe and healthy start.
