The Washington County Community Action Council, Inc. is soliciting proposals from qualified and licensed real estate professionals or firms to provide real estate brokerage and agent services. WCCAC is seeking a knowledgeable, responsive, and community-minded partner to assist with the identification, evaluation, negotiation, and potential acquisition, lease, and/or sale of real property in Washington County, Maryland, and surrounding service areas, as needed.
WCCAC is a nonprofit community action agency dedicated to reducing poverty, revitalizing low-income communities, and empowering individuals and families to achieve greater stability and self-sufficiency. From time to time, WCCAC pursues strategic real estate opportunities to support program expansion, office relocation, affordable housing initiatives, community service hubs, and related organizational goals.
Through this Request for Proposals, WCCAC seeks to identify and contract with a licensed real estate agent or brokerage firm with demonstrated experience in commercial, nonprofit, institutional, community development, redevelopment, and/or residential development transactions. The selected respondent will serve as a trusted advisor and representative of WCCAC in matters related to real estate strategy, market analysis, property searches, negotiations, due diligence coordination, and transaction support.
Scope of services may include property identification and search activities, comparative market analysis, pricing and valuation guidance, negotiations related to purchase, sale, or lease transactions, and coordination of due diligence activities involving zoning, inspections, title, surveys, environmental review, redevelopment feasibility, and related matters. Services may also include advising on the listing, marketing, and sale of property assets, when requested, and working collaboratively with WCCAC leadership to ensure that property decisions support public benefit, operational effectiveness, and long-term community impact.
Respondents must hold an active real estate license in the State of Maryland, remain in good standing with all applicable licensing and regulatory authorities, and have at least three years of relevant real estate experience. Respondents should demonstrate experience with commercial, nonprofit, institutional, redevelopment, mixed-use, or similar transactions, possess knowledge of Washington County and surrounding real estate markets, and demonstrate strong communication, negotiation, and organizational skills. Preference may be given to respondents with experience serving nonprofit organizations, public agencies, community development entities, or projects involving affordable housing or adaptive reuse.
Proposals should include a brief cover letter, firm or agent profile, licensing information, relevant experience including similar transactions and knowledge of the local market, an overview of the respondent’s service approach, at least three professional references, a clear compensation proposal including commissions, retainers, consulting fees, or other charges, and disclosure of any actual or potential conflicts of interest, pending litigation, regulatory actions, or other relationships that could affect representation of WCCAC.
Proposals will be evaluated based on relevant experience and qualifications, knowledge of local market conditions, success in similar transactions, responsiveness and quality of the submission, understanding of WCCAC’s mission and needs, cost and overall value, and references and reputation. WCCAC reserves the right to interview selected respondents prior to making a final decision.
All proposals must be submitted through the form below no later than the proposal due date listed above. Late submissions may not be considered.
WCCAC reserves the right to reject any or all proposals, waive informalities or irregularities, request additional information, cancel or modify this solicitation at any time, negotiate terms with one or more respondents, and select the proposal deemed to be in the best interest of the organization, not necessarily the lowest cost proposal. WCCAC makes no guarantee of any minimum number of transactions or assignments under any resulting agreement. Issuance of this Request for Proposals does not commit WCCAC to award a contract or to pay any costs incurred in the preparation of a response.
