Community Action Council’s fiscal operations combine multiple funding sources to maintain our programs.
Federal funding is received through awards directly from the US Departments of Housing & Urban Development and Health & Human Services, and passed through the State of Maryland Departments of Housing & Community Development and Human Resources, the City of Hagerstown, the Washington County Board of Commissioners, the Housing Authority of Washington County and the United Way of Washington County.
The State of Maryland provides support for several housing, homelessness and case management programs.
The Washington County Board of County Commissioners support programs and administrative costs with an annual grant; the Commissioners and the City of Hagerstown both provide funds for direct customer assistance as well. Operating costs for CAC’s offices at 101 Summit Avenue are funded in part by the Washington County Gaming Commission.

Private sources include Allegheny Power, the Alfred B. & Naomi E. Sinnisen and Kershner Sisters Foundations, the United Way of Washington County and the citizens of our county who believe in helping their neighbors.

CAC serves over 3500 households each year. In FY 2006, more that 73% of program expenditures were for grants and subsidies on behalf of our customers—including utility and rent assistance, help with prescriptions, and food from the pantry. |
