The Housing Specialist guides interested families or individuals through the steps to becoming a homeowner, including budget counseling, affordability analysis, and assistance in obtaining a down payment.
Housing Rehabilitation Loan Program
The Housing Rehabilitation Loan Program is designed to help eligible home owners make needed health and safety related repairs to their homes. Qualifying homeowners must be income eligible and live outside Hagerstown city limits. Several funding sources are available and monies can be combined to meet the home owner’s funding requirements. Funds are available in the form of low interest loans, deferred loans and grants.
Weatherization Program
The Weatherization Assistance Program (WAP) provides energy saving improvements for an eligible household. The participating household must be certified eligible and be receiving Energy Assistance. WAP will conduct an energy audit to determine the areas of the house best suited for improvements. The improvements will air seal the dwelling thereby reducing heating and cooling costs.
